Improving performance of Russian water sector

Better drinking and wastewater management at local level

Less than half of the people of Russia have access to safe drinking water and 96% of water purification plants have capacity problems. In addition, energy consumption in Russia is extremely high. This project shows in two Russian cities how the water sector can employ relatively simple solutions to achieve better performance levels, both technically and in terms of management, benefiting companies, authorities and citizens.

Goals

The aim of this project is to enable Russian water companies to perform much better, using Dutch expertise in operational, financial and technical management in the water sector. The project will assess the performance of the water companies and apply the results to improve operations in Kostroma. This will lead to a marketing and business plan that can be used to improve technology and operational management in the whole Russian market.

Details of project plan

The project has three phases:
1. Formulating an assessment system specific to the Russian situation, based on Dutch experience with performance improvement and quality.
2. Implementing a pilot with the assessment instrument at two Russian water companies. The assessment will be improved on the basis of the pilot.
3. Drafting a business and marketing plan to market the assessment.

Impact

In Kostroma improvements will noticeable in the short term. The local water company will waste less water and be more efficient financially.

In addition the high energy consumption in the water sector in the region can be reduced by 20-30%.

Spin off and market impact

Improvements in the operation and management of the water companies will hopefully give more Russian people access to safe drinking water.
