Improving risk management for high water
Pilot to achieve better high-water risk management in Romania
After serious flooding in Romania in recent years there is a need for effective measures to acquire an insight into the risks of high water. In addition, Romanian stakeholder organisations are preparing themselves for the introduction of the new directive on water management. The Dutch consortium partners are providing technical assistance with the institutional strengthening of government bodies in the province of Teleorman in the field of sustainable high-water risk management.

Goals
To improve the institutional capacity of government bodies in the province of Teleorman in the field of sustainable high-water risk management. To demonstrate the use of new methods (laser scanning) and materials (geo-textiles).
Details of project plan
The project consists of five components:
• Using laser scanning to draw up high-water maps.
• Drafting an integrated water management and high-water risk plan for the upstream part of the Calnistea river basin.
• Drafting guidelines for high-water management and protection.
• Implementing a demonstration project for high-water protection.
• Institutional development in the fields of streamlining, communication and conflict management.
Impact
This project will result in a reduction of the risk of high water and better protection for the population against flooding.
Spin off and market impact
As a result of the project, the consortium partners expect that it will be easier to acquire orders from European funds in relation to the strategic development programme for Romania aimed at the introduction of risk management and plans of action on high water throughout Romania.
