The Ministry of Housing and Utilities and the urban development are one of the country sectors concerned with the complete development in Arab Republic of Egypt, that includes the urban and social development and the economic one, and the complete development starts habitually the study of the urban space in Arab Republic of Egypt and wiping of the available capabilities to it, and accordingly putting the complete and structural plans takes place for the development and that is translated into detailed plans from networks to the infrastructure and that contains the ways.

The republican decision was issued the number of 164 of year 1996 with the organization of Ministry of Housing and Utilities and the urban development where defining the ministry specializations took place as follows :- - Drawing the policy of housing and the facilities and the urban development, and a study, the preparation of plans and the programs of the urban development, and the coordination between it and between the programs of production and services within the framework of the national plan to the country, and the supervision of the projects of city planning and villages and the housing by different its kinds and its levels . - A designing, the execution of a Mshrg and the rates in this regard, and that according to the general policy to the country . - A study, the preparation of plans and projects and the executive programs of the drinking waters and the sewerage, and putting their designs, the conditions and the artistic and standard specifications for them, the supervision of their execution and their follow-up whether insistently or the execution or the operating or the administration . - A study and the preparation of regional planning complete to the regions with the economic priorities and the social ones, according to what the Cabinet decides from projects included in the scope of this planning . - A study and the preparation of the plans of the urban development of the cities, the villages, the new societies and the deserts by what guarantees the benefit from the geographical location capabilities, the environment capabilities, their follow-up and overcoming what it directs from material or artistic obstacles, and the evaluation of achievements by what guarantees the achievement of the put targets . - The preparation of the artistic and applied researches in the ministry activities fields by what guarantees the keeping pace of the scientific development in the housing, the facilities and the urban societies, and putting their execution programs plans, and the provision of the necessary capabilities therefore . - Putting criteria and forms and the rates in the housing field and established a design, the conditions of the execution of the structural works and the building works according to the rules of law and the issued decisions in this regard, and the work on their creation continuously according to the scientific progress in this field . - Putting the designs necessary for the public buildings projects, the housing buildings and the supervision on their execution, and the suggestion of the general policy in the maintenance field of public buildings and the housing . - Holding the studies necessary for the investment of the Arab and foreign money included in the ministry specialization field is according to the scheduled rules a law . - Working for the provision of the main requirements of the building and the sectors needs of building and the facilities, and that in cooperation with the ministries, the organizations and the concerned authorities . - An organization and a coordination the activities of authorities and General Authorities and the institutions that work in the fields of housing and facilities and the urban development . - Putting the training programs in the ministry specialization fields with the target of the provision of the artistic labour in all the levels by what achieves raising the production efficiency in these fields . - The organization of subscription in the conferences and the meetings and the local and international seminars related to the ministry specialization fields . - Drawing the general policy to activate the cooperative sector, its development and its development to achieve the scheduled targets in the housing activity field and the urban societies.
