As pressure on freshwater resources grows around the world, managing water is becoming as important as finding it. Ethiopia's Awash Basin illustrates this challenge. Home to millions of people and one of the country's most productive agricultural regions, the Basin faces increasing competition for limited water supplies from farming, industry, cities and nature.

Ensuring that water is allocated fairly and used efficiently requires much more than new infrastructure. It depends on reliable data, effective institutions, clear regulations and cooperation among everyone who is dependent on the river.

These principles have underpinned the development of the Water Pricing for Sustainable and Inclusive Growth programme over the last seven years. The programme, which is now coming to an end, brought together Ethiopian authorities and Dutch public, private and non-governmental organisations, and helped lay the groundwork for a more transparent and sustainable system of water allocation in the Awash Basin – one that could serve as a model for other river basins in Ethiopia.

From measuring water to managing it

A river basin can only be managed effectively if decision-makers know how much water is available and where it is being used. Reliable information is thus the starting point for fair water allocation.

As part of the partnership, Royal Eijkelkamp supplied equipment to monitor river discharge, water levels and water quality. The information gained provided the evidence needed to allocate water, issue permits and support future water pricing.

But collecting data is only the first step. Information becomes valuable when it supports better decision-making.

This is why the programme combines monitoring technology with institutional development. The Ethiopian partners, VNG International and the Dutch Water Authorities (Blue Deal) developed systems to register water users, issue permits, introduce digital billing and strengthen water administration. Training programmes equipped local staff with the knowledge needed to operate these systems independently and ensure they remain effective beyond the lifetime of the programme.

Water pricing as part of better governance

Introducing charges for water use is often seen primarily as an economic measure. In reality, it is also a governance tool.

A transparent permit and tariff system encourages more efficient water use while generating the resources needed to maintain water services and improve regulation. Equally important, it creates clarity about who may abstract water and under what conditions.

This approach received a significant boost shortly after the programme's final evaluation. Ethiopia's Council of Ministers approved a new water tariff bill, creating the legal basis for charging for water abstraction.

As Motuma Mekassa, Ethiopia's State Minister for Water and Energy, observed during the closing workshop: "Water pricing is not merely a financial instrument, but a governance tool, a management signal, and a mechanism for sustainability."

The legislation marks an important milestone in embedding the programme's achievements within Ethiopia's national water policy.

Complementary expertise

One of the programme's greatest strengths was combining expertise in one single public-private partnership.

Woord en Daad coordinated the consortium and ensured close cooperation between all partners. It is pleased to observe that every partner contributed its own specialist knowledge while continuously learning from the others. The local Ethiopian programme manager played a pivotal role in connecting institutions and stakeholders, ensuring that technical, institutional and community-level activities reinforced each other.

VNG International contributed its experience in strengthening public institutions and improving public service delivery. The Dutch Water Authorities shared the practical knowledge gained through decades of integrated water management, while Royal Eijkelkamp provided the monitoring technology that underpins evidence-based water management.

Along with the Awash Basin Development Office and the Oromia Regional Water, Mining and Energy Bureau, the partnership demonstrates how governance, technology and local ownership can reinforce each other to create lasting institutional change.

Results that extend beyond the programme

An independent evaluation found that the programme has significantly strengthened water governance in the Awash Basin.

A digital system for water registration, licencing and charging is now operational, while watershed rehabilitation activities have improved groundwater recharge and reduced land degradation. Large-scale farms have demonstrated that irrigation water use can be reduced by more than half while increasing crop yields, illustrating that efficiency and productivity can go hand in hand.

The programme has also helped strengthen inclusive water governance by giving thousands of women and smallholder farmers a formal voice in water management.

The evaluation also identified areas that require continued attention, in particular securing long-term financing and improving coordination between different sectors. These are common challenges in integrated water resources management, but the programme has established a strong foundation on which future initiatives can build.

A model for the future

The Awash Basin programme demonstrates that sustainable water management is about far more than infrastructure. Lasting progress depends on combining reliable data, effective institutions, practical technologies and the people who ultimately use and manage water every day.

For the Dutch organisations involved, the programme also illustrates the value of collaboration across sectors. Public authorities, NGOs and private companies each contributed distinct expertise, creating an integrated approach that is greater than the sum of its parts.

As water scarcity increasingly becomes a global challenge, partnerships such as this show how long-term collaboration can help countries build stronger water governance systems that are equitable, financially sustainable and resilient for the future.
