Van Oord and Porto Central, a Brazilian joint venture between the Port of Rotterdam and TPK Logística, signed an agreement for the development and construction of the greenfield multipurpose port of Porto Central in Espírito Santo, Brazil.
The mutual objective is to construct a high quality port, within budget and on schedule. Such an agreement is unique for a complete greenfield port project.
The port, to be developed into a deep-water port with up to 25 meter draft in three phases, will be capable of receiving the largest bulk carriers in the world and Very Large Crude Carriers (VLCCs).
Porto Central and Van Oord have established an integrated team, which works on a fast-track process from conceptual design to construction and operation of the port.

Early risk identification
The agreed development approach enables an early identification of risks and opportunities and leads to optimized designs and work methods, gives flexibility to make adjustments according to the port’s clients’ needs and ensures an early start of port operations.
During the first phase of the development, the focus will be on the clients of Porto Central and their needs and desires. Also, the conditions and requirements of the necessary permits and approvals will be fully incorporated in the designs and plans.
Optimizing construction methods and schedules
The second phase deals with optimizing construction methods and schedules to enable the port operators to start with their operations as soon as possible. The third phase of the cooperation is the actual construction of the port.
Joint venture partner, the Port of Rotterdam Authority, already has extensive experience with different forms of contracting and cooperation with Van Oord.
Examples are the development and construction of the latest 2,000 hectare port extension and land reclamation project, called Maasvlakte 2, in the port of Rotterdam and several projects in the port of Sohar in Oman, where the Port of Rotterdam Authority also is a shareholder in the port complex.
Van Oord has undertaken many projects throughout the world and has been active in Brazil for more than 30 years. Recent examples are dredging works in the ports of Santos and Rio de Janeiro and the shallow-water installation of a gas pipeline linking the Santos Basin to an onshore installation in Cabiúnas.
