Lippo Karawaci Flood Control Study, Indonesia

Lippo has plans to re-develop an area of land at Lippo Karawaci in Kabupaten Tangerang that covers about 150ha of existing commercial and residential areas. The master plan for re-development envisages a mix between residential, commercial and very dense mixed land use growths. The present development has occasional flood problems which obstructs traffic in the existing urban area. 

Lippo appointed Royal HaskoningDHV to carry out the flood control study concerning short term solutions for flood control, and assist the urban planners concerning improvements for flood control in the longer term, integrated in an overall master plan. The above required close coordination with the Client and the urban planners to provide an integrated plan.


Project plan

Royal HaskoningDHV provided four main steps for this project:

  • Site reconnaissance
  • Overall drainage plan
  • Run-off calculations and proposed dimensions of the main drainage system, based on the results of a topographical survey
  • Conceptual design and cost estimate

Main aspect is to provide attractive solutions for creation of retention capacity. In this way the unavoidable extra drainage flows can be stored in the area, to ensure that there is no extra burden on the environment (DQ = 0 policy). On the other hand ponds can be an attractive living environment for recreation, temperature moderation, spatial experience etc.


The study improves the environment by successfully solving the flood problems especially in creating a sustainable attractive living environment and allowing unhindered traffic in the existing urban area.
